Established in 2007 by family, and friends of the late BSP Gov. Rafael Buenaventura and the BANKERS ASSOCIATION OF THE PHILIPPINES (BAP) which provided a substantial seed fund to the Foundation.

The legacy of Governor Paeng is in promoting sustainable microfinance through capacity building. The most notable contribution to the microfinance industry is the MICROFINANCE DATA SHARING SYSTEM (MIDAS), the self-sustaining credit bureau for Microfinance Institutions (MFIs).

Vision

A catalyst in a sustainable microfinance ecosystem that empowers underserved communities.

Mission

To strengthen microfinance institutions (MFIs) and clients through knowledge sharing, skills building, and strategic partnerships.

Goal

At the end of 5 years, at least 50 partner MFIs adopt financial inclusion innovations benefiting 5 million clients. (5-50-5)

Executive Summary

Rafael B. Buenaventura, BSP governor from 1999 to 2005, pursued microfinance early on in his term and pushed for its extensive adoption, mainstreaming it in the formal banking system, recognizing this could be a powerful anti-poverty tool.

The Foundation is committed to advancing broader and more encompassing advocacy, INCLUSIVE FINANCE, by way of 1) promoting inclusive digital finance,2) strengthening capabilities of microfinance institutions on agriculture value and MSME financing and 3) building knowledge and skills on climate adaptation and resilience among microfinance clients and microfinance institutions.

The National Strategy on Financial

INCLUSION (2022-2028) recognizes the important role community-based organizations play in financial inclusion. Microfinance NGOs, mutual benefit associations (MBAS and credit cooperatives pioneered the transformative vision of making financial services accessible to poor people and sectors without access to banks. As vital components of the financial ecosystem. The Foundation will direct its support to these organizations.

The micro, small, and medium enterprise (MSME) sector faces a wide range of potential threats that may disrupt their business operations, including those categorized as biological, climate-related including geological and hydrometeorological, human-induced, and technological, or a combination of these. In this regard, the MSME Business Continuity Planning workshop program was proposed by the UP Institute for Small-Scale Industries to the Rafael B. Buenaventura Micro Finance Resource Center Foundation, Inc.

The workshop was conducted last November 18-19, 2024 at Negros Women For Tomorrow Foundation (NWTF), Bacolod City, Negros Occidental from 9:00 AM to 5:00 PM. This workshop empowered microfinance loan officers with the necessary knowledge on disaster preparedness and ensuring seamless service for micro-enterprises.

Mr. Deogracias N. Vistan, Board Member of the Rafael B. Buenaventura Micro Finance Resource Center Foundation, graced the workshop.

The Rafael B. Buenaventura Micro Finance Resource Center Foundation conducted a Focused Group Discussion (FGD) on How Microfinance Institutions Can Support Bangko Sentral ng Pilipinas (BSPs) Climate Change Strategies and Initiatives last September 26, 2024 via ZOOM Conferencing and attended by 26 participants which consist of top management officers, staff and consultants from eleven (11) Microfinance Institutions.

Recognizing the threats to economic growth and financial stability posed by climate change, the Bangko Sentral ng Pilipinas (BSP) has been progressively integrating climate change considerations into its policies and projects. The BSP published recommendations on sustainable financing to encourage social and environmental responsibility in the financial industry. The purpose of these recommendations is to motivate banks and other financial organizations to incorporate climate-related risks into their risk management plans.

The objective of the focus group discussion was to gather insights and feedback from top-level managers of different MFIs on how to effectively support the Bangko Sentral ng Pilipinas (BSP) in implementing its climate change strategies and initiatives.

The group discussed potential challenges hindering BSP’s climate change initiatives. Participants provided possible recommendations to identify key areas for collaboration between MFIs to enhance efforts in promoting sustainable finance practices in support of BSP’s climate change initiatives.

On August 15-16, 2024, The Rafael B. Buenaventura Micro Finance Resource Center Foundation, together with our Chairman of the Board, Dr. Aristotle B. Alip (Founder and Chairman Emeritus of MCPI), attended the 2024 Annual Conference of the Microfinance Council of the Philippines at The Manila Hotel.
 
The RBB Micro Finance Foundation engaged with Microfinance Institution Leaders, shared insights, and explored innovative strategies to advance Microfinance in the Philippines. The event was filled with inspiring discussions on empowering communities and promoting sustainable development through financial inclusion.

The two-day learning session on July 9-10, 2024, at CARD MRI Development Institute, Bay, Laguna, has been organized by Rafael B. Buenaventura Micro Finance Resource Center Foundation Inc. The goal was to further strengthen participants’ understanding of agri-agra financing schemes and modalities covering agro-based industry supply and value-added chains.

It is intended to make the participants fully conversant with the challenges, problems and constraints vis-à-vis potential opportunities in rural development and agro-based industrialization through comprehensive technical discussion sessions and interactive workshops on agriculture, agribusiness and agro-based industries.

The two-day learning session focused on understanding the supply chain dynamics of agro-based industries and the various financing schemes available to enhance value addition within the sector. 

ROLE OF THE BOARD IN CYBER RESILIENCE

The Rafael B. Buenaventura Micro Finance Resource Center Foundation conducted a “Training on the Role of the Board in Cyber Resilience” via ZOOM last June 6, 2024. This training was implemented to provide the Microfinance Institutions Board of Directors with a comprehensive understanding of how boards can effectively oversee and manage cyber resilience within microfinance institutions.
 
The training was attended by 23 board members of different Microfinance Institutions.

ROLE OF BOARD OF TRUSTEES IN CYBER RESILIENCE
Objective: Help MFI Boards understand their role in building a cyber resilience strategy. Addressing emerging threats and risks from Cyberattacks and minimizing impact of these attacks to ensure operational sustainability stems from good grasp of Cyber Resilience.
The session will walk through highlights of the BSP Circular on Cyber Resilience for financial institutions.
BUSINESS CONTINUITY PLANNING TRAINING
Objective: Increase awareness of MFI loan officers on disaster preparedness and business continuity in light of providing financial services to micro-enterprises. By identifying and assessing the types of disaster vulnerabilities that threaten the businesses of micro enterprise-clients, the MFI loan officers may develop business continuity strategies and business continuity plans to better serve their clients.

Objective: Raise awareness among MFIs on their subscription to QR codes as e-wallets and allow the sari sari store clients and other vendor- clients to adopt the technology, in support of the Bangko Sentral ng Pilipinas’ “objective of making all payment QR’s interoperable” (No One Left Behind, BSP).
